Resolution WHA67.15 adopted at last year's World Health Assembly requested the Director-General to “develop, with the full participation of Member States, and in consultation with United Nations organizations, and other relevant stakeholders focusing on the role of the health system, as appropriate, a draft global plan of action to strengthen the role of the health system within a national multisectoral response to address interpersonal violence in particular against women and girls and against children, building on existing relevant WHO work”.

WHO has put in place a consultative process, including an online consultation process, for the development of a global action plan and NGOs are invited to contribute comments throughout the process, starting with:

First WHO Discussion Paper

The WHO Secretariat published a first WHO Discussion Paper containing a zero draft action plan, which serves as a basis for:

1. a web-based consultation open to Member States, UN Agencies, NGOs, WHO Collaborating Centres, academics and other non-State actors.
2. regional informal consultations with Member States which will take place in the WHO regions between March and June 2015 
3. an informal consultation with non-State actors on 3 June 2015 
4. an informal consultation with Member States (Permanent Missions in Geneva) and UN Agencies on 4 June 2015 

Member States, UN Agencies, NGOs, WHO Collaborating Centres, academics and NGOs are invited to share their comments on the first WHO Discussion Paper by sending an email before 4 June 2015 to violencegap@who.int

Second WHO Discussion Paper

Taking into account the comments received on the first WHO Discussion Paper, the WHO Secretariat will issue a second WHO Discussion Paper, containing a first draft of the action plan, inJuly 2015 which will serve as an input into:

1. meetings of the Regional Committees (August – October 2015).
2. a web-based consultation open to Member States, UN Agencies, NGOs, WHO Collaborating Centres, academics and NGOs – all contributions will be published on a dedicated website.

Third WHO Discussion Paper

Taking into account the comments received on the second WHO Discussion Paper, the WHO Secretariat will issue a third WHO Discussion Paper, containing a second draft of the action plan, during the second half of October 2015, which will serve as an input into a Formal Meeting of Member States from 23 to 27 November 2014 to conclude the work on the development of a global plan of action.

Final draft global plan of action

It is envisaged that the Report resulting from the Formal Meeting of Member States will include a final draft global plan of action which will be transmitted to the WHO Executive Board inJanuary 2016 and the World Health Assembly in 2016 for consideration by Member States.
